Hundreds of New Trade Agreements Complicate Business Decisions

The multilateral-based trading system, under which tariffs and import regulations are applied generally to products from all sources, has in many cases been replaced by a large and growing number of preferential and discriminatory arrangements among selected countries. Over 400 such agreements have been notified to the WTO -- three-quarters of them since 1995 -- and many more are currently under negotiation. These agreements can greatly affect the cost of producing and trading goods and sourcing inputs.
